The migrate_seed_beta_basket_v2 seed has not completed (it normally finishes inside the upgrade block, so this only appears if that run was interrupted). Basket deposits, claims, coldkey / root-touching hotkey swaps, and root stake add/remove/transfer/swap are paused until it finishes. Wait until the migration cursor clears (HasMigrationRun for the seed) and retry.
